Dave Hunnicutt

WRLC Adjunct Professor

Dave is one of the WRLC professors and an experienced natural resource lawyer. He currently serves as President of the Oregon Property Owners Association (OPOA) and the OPOA Legal Center. For over 33 years, Dave has represented Oregon property owners and natural resource users in courts throughout Oregon and in the Oregon Capitol. As a registered lobbyist, Dave has successfully advocated for the passage of legislation to aid clients in all areas of real property and natural resource law. As an active member of the Oregon State Bar and a practicing attorney, Dave represents clients in courts, before state and federal agencies, and in private real estate transactions. Dave graduated from Lewis & Clark Law School in 1992.

Samantha Bayer

WRLC Adjunct Professor

Sam is one of the WRLC professors and a highly regarded attorney and advocate for the natural resources industry in Oregon. She serves as General Counsel of the Oregon Property Owners Association (OPOA) and the OPOA Legal Center. Prior to joining OPOA, Sam worked as the in-house attorney and lobbyist for the Oregon Farm Bureau Federation and the Oregon Home Builders Association, gaining valuable insight on the issues impacting natural resource users, as well as rural and urban property owners. As an active member of the Oregon State Bar, Sam also represents clients in courts, before state and federal agencies, and in private real estate transactions. Sam graduated from Lewis & Clark Law School in 2018 and is an alumna of WRLC.

Lisa Arth

WRLC Program Manager

Lisa has served as program manager for the Western Resources Legal Center since 2019, supporting students and faculty and managing the day-to-day operations of the legal center and student practicum. Her experience in higher education administration spans more than three decades at multiple universities.

As an alumna of WRLC, I am thrilled to be returning to the program as an instructor. We provide much-needed instruction for the next generation of natural resource lawyers and advocates in our state.
